We could not crack down on private English academy like China now. Because the private business market already has built too strong power and wide as capitalist field. Their solidarity and strategy are more active and political than policies of government.

I agree with you.  English has been part of one's educational lifestyle, and when the government will take this away, it would mean "chaos". Maybe, the only solution for this is to set a high standard of teaching in each school so that the children won;t be left behind from those who attend private English institutions.
