How long should a person stay in a cafe before he/she goes out to give the seat to other people?

A few months ago, The News in Korea announced issues. The owner of stores said that if someone stay in a cafe too long, we have loss sales. I also agree with their opinion. I thinks that the clients should have a manner using the stores.
