I don't believe saying. Because peoples' first impression are not all part.
Spend just five minutes with people and you'll find that's not correct.
The face looks scary, but the personality is not, and the opposite case is true.
Therfore, the first impression is easily broken and you shouldn't believe the first impression directly.
In Korea, however, it is widely said that first impressions last a long time and many people believe it.
They even use the funny expression, "Face appearance is science." When people see criminals, people use these words a lot, but I don't think I should make a story that induces sympathy for criminals, but I don't think I should judge them carelessly.

I like your answer. I agree. It is hard to know or judge someone based on their initial impression alone. 
It's always better to know them a little longer before we can make proper judgement about their personalities. ^^
