Because angry people tend to get excited, even a small word or small behavior can cause different and difficult situations.
So someone can't communicate when someone are very angry.
Third, when someone has a seriously biased idea.
people with seriously biased ideas are not easily persuaded because they think everything they have is right, and they can argue that they are right while communicating.
