There is a Korean proverb that good speakers are born, but great speakers are made by practice, practice makes you perfect.
This proverb means that it is advantageous to be born with the necessary qualities for public speaking in order to become a good speaker, but even if you are not born with the qualities, you can make up for it with constant practice.
I think anyone can learn to sing.
However, to become a good singer, you must be born with a good voice and a wide vocal range.
Although these things can be improved to some extent through training and practice, there are limits.
Therefore, I believe that anyone can learn and enjoy singing as an ordinary citizen, but to become a great singer, one must be born with the qualities.

Singing is partly innate, and partly a learnt skill. You can be born with vocal tracts that are physiologically sized and shaped to give your voice a more pleasing sound, naturally pathing the way to becoming a singer. But controlling and configuring your vocal muscles in order to sing well is a learnt skill.
