I don't know about what qualities are demanded to be a good chef. So I can't answer to this question clearly. But Men are usually physically stronger than women so I think it makes easier for men to be a better chef. Because they can stand for longer time with enough energy so the time they can concentrate on cooking will be longer. However, women are usually more sophisticated than men so this will help to be a better chef. It also largely depends on people. So, my answer is I don't know.
