The hotel employees should make security deposit in advane in case of skippers. Or it might be a good idea to have customer's credit card detail so that hotel employees can charge any loss and damages.
We can't expect who could be skippers but making the systems above can be methods to have less loss by skippers.

On the other hands, sleepers are the people who already paid for the service they will get, but they don't appear.

You were right with the skippers but I guess not accurate with the sleepers definition. Let me just clarify as well with the card details I mentioned.
Most hotels secure a security deposit in case of any damages to the room or property. It can be given in cash which is refundable or by card which requires customers to provide some card details to pre-authorize the hotel to temporarily hold on to the credit card that guarantees payment for your stay and any potential charges. Although, we can't expect who could be skippers, making the systems above can be a method to have less loss by skippers. (I added this line you provided below, just make sure that you can support this idea like what kind of system do you think hotels should have?)
Sleepers, on the other hand, are guests who have settled their account and have left the hotel, but the front desk personnel have neglected to correctly update the room's status.
