I think the leader should be more generous than the others.
Listening to people is the most important quality for the leader.
If a leader says no easily, the member of the party will be depressed and might lose thier confidence.
The leader can't do anything without support of members.
Leader must be firm, but it is completely different from saying no.

Instead of saying no, leaders should consider the opinion and discuss about the report with person who presents opinion.
Thoughts of leader isn't always right.
Of course leader could be much better than the others, but thoughts of members must be respected.
