No. It's because we don't have to do it. I can't understand why our country should banned to eat chewing gum. It is not bad behavior. And if we ban to eat chewing gum, someone who likes to eat chewing gum will feel sad and they can't understand why they have to follow this rule. I think it is little bit strange.

I think some countries ban chewing gums because they're difficult to clean or dispose. 
Anyhow, as long as people know how to properly dispose or throw them away, there's no reason for the government to ban it.
