No, It's because in public places not only adults but children are in there. And children's lungs and skins are weaker than adult's lungs so if someone smoking in there, they will get some disease. And some cigar's smell is bad and it can permeate to furniture of public places. Also, if someone smoke in there they will get some penalty.

Thank you for sharing your thoughts regarding this matter. 
I agree that smokers should not be allowed to smoke in public places due to the second-hand smoke that they can give to non-smokers which an in turn result to different diseases. 
I honestly don't know why some people still smoke when cigarettes don't bring any benefit to the body. 
Anyhow, I hope you're having an awesome day.
