Are tips at restaurants common?
In South Korea, tips are not expected and uncommon.
Usually, Tipping is South Korea can be considered rude and frowned.
When we want to express our gratitude for restaurant's staff, Just say "Thank you"

How much is a reasonable tip? Explain.
I don't want to give tips too much for staff.
Whenever I was in USA, I'm very uncomfortable because of tips.
In USA, tipping is culture and I understand it. But nowadays It's too high. (almost 18~25% of the price)
Even I don't get special care from staff, I have to pay them. Actually, I hate it.
In terms of culture, I think 5~10% tip is reasonable without burden. However when I get exceptional service like handling wine, I am willing to give a tip more than 20% of the price.
