Even the increasing number of natural disasters, many people are pushed to tackle the situation individually. Due to budget constraints, only some damages are compensated by the government. I recently came across news in the United States related to this concern. Since several regions are susceptible to flooding, the government is considering limiting the payout from the National Flood Insurance Program for those regions to secure financial stability. The government approach is understandable from the economic perspective. However, some people are pushed to live in the lower part of the country from their financial condition. Recent flooding has raised controversy in Korea about semi-basement flats. Due to the vulnerability to cope with flooding, the municipal government has devise a plan to ban the usage of semi-basement stories for residence purposes. There are several criticisms about incentivizing the homeowners and arranging affordable apartments to substitute low price flats.
