The representative anti-pollution program would be the carbon point system. Municipal governments established this program to decrease the carbon emitted from houses and commercial districts. The participants would be granted incentives by reducing the usage of electricity, water utilities, and gas, which is given as a gift card twice per year. It is calculated by averaging monthly emissions over of past two years and comparing them to the current emission level. There are two disadvantages of such a program. First, the benefit of registering as an apartment complex outweighs that for individuals. However, getting everyone's consent and monitoring the performance from a minimum of 100 households per apartment is difficult. Then, the reduction level for electricity, water, and gas are calculated, respectively. Since the incentive of reducing the electricity level is higher than the ones for gas and water, the participants could overlook some components of the same importance.
