Why do people procrastinate?
In my personal opinion, putting something off is an innate characteristics that people have in common. So, it's hard to see a person who doesn't procrastinate. That is why there's few people who succeed in not procrastinating. They are doing against their inborn nature. They try to descipline themselves not to procrastinate. They keep trying it until it becomes a habit. They're getting ahead of the others. And, finally, they succeed.
