How does age affect a person’s ability to learn a new language?

I think the younger, the more advantages they will have. For example, some parents let their children go to English kindergarden, at that moment, they can learn English easily. Of course, it depends on their efforts.
When I was studying Chinese with a student whose age is same as my grandfather, he said he should have started studying Chinese earlier. He said it is too hard to learn new language when getting older.
However, in my opinion, age can effect a person's ability to learn a new language, but if there is a bigger efforts or actions, age doesn't matter. Just doing our best is a the best way to learn a language.
