What are the situations where you would be open to lend money to someone?

Once one of my friends needed to lend new house. but she couldn't afford a house with good condition. so she had to find a house which is on basement or very old house. If I would lend money to her, then she could get a better house. I suggested that, But she refused and said that she felf very grateful but she couldn't borrow money from me.
If I can help, I am open to lend money for my close friends. because I know how much they care about me and they don't want to damage me. and I still live with my parents, I don't live financially tight for now. so other than this situation, when they need my help, I am willing to do that.
for examples, housing, tuition fee, hospital bill.
